反对世贸《服务业贸易总协订》,反对公共服务私营化的国际行动呼吁

世贸不应沾手公共服务,不要《服务业贸易总协订》,反对达成任何谈判新共识

当第六届世贸部长级会议于12月份在香港举行的日子愈来愈迫近,各国负责参与谈判的成员就感到来自其政府的压力愈来愈大。各国政府(主要是发达国家)都希望可以就多哈回合的谈判,取得「成功」的结果,而其中就包括《服务业贸易总协订》影响范围的扩张。根据世贸领导层在20047月暗地里策划的框架,公共服务的外判、私营化应加速进行;同时各国的政策应变得更有弹性,开放更多的市场予不限于提供货物,而同时包括公共服务在内的跨国财团。

事实上,《服务业贸易总协订》所带来的影响远超于加速了公共服务的外判、私营化。《服务业贸易总协订》不单是一个有关贸易的协议,而更是协助跨国财团更加毫无阻碍地入侵公共服务市场,剥削民众享有公共服务权利的工具。世贸却把《服务业贸易总协订》跨成第一个多边的贸易协议,而欧盟则把《服务业贸易总协订》视为制造商机的工具。

从食水供应,到公共交通、医疗、教育,通通都被《服务业贸易总协订》视为服务。因此,任何被视为对跨国资本入侵这些领域的障碍,包括政府对改善不人道的生存环境,以及改善环境污染的承担,通通都要被扫除。结果,根据《服务业贸易总协订》,国家保护人民权益,改善人民福祉的主权都要被剥夺。

另外两个由财团控制的国际组织──世界银行及国际货币基金会,长期强迫第三世界国家推行外判、私营化,以及去规管化的政策,对当地人民及经济带来灾难性,而且是无可挽回的后果。政府被迫对公共服务──包括食水、电力、医疗──进行去规管化及外判、私营化,剥夺了数以百万、千万计人民享有人道的生活水平的权利。贫农、工人、妇女及儿童,是政府向私营财团割让公共服务后,受苦最深的社群。

而世贸《服务业贸易总协订》更进一步限制了发展中国家的发展及生存的机会。食水资源及供应服务,因被视为对发展最为重要的因素,所以常常处于商品化及私营化的威胁底下。欧洲的几大供水财阀──苏伊士、维云迪及泰美斯,已经侵入了亚洲、非洲及拉丁美洲多国的食水供应市场。这些财团的利益,就是透过欧盟不断推动把食水供应涵盖在《服务业贸易总协订》的范围而得来的。

根据第三世界国家广泛的经验,当政府向私营大财团割让提供医疗、食水、电力、房屋及教育此等基本公共服务的权力后,人民──尤其是贫穷及边缘社群──的基本生存权利就受到了严重的侵害。由于只有少数富人才能负担得起购买安全而洁净的食水以及健康服务,第三世界国家都相继爆发霍乱疫症及肠胃感染疾病。

《服务业贸易总协订》的倡议者竟然虚伪地宣称政府可以选择维持由政府提供个别的公共服务,而基本公共服务的私营化并非《服务业贸易总协订》的要求。但是,《服务业贸易总协订》根本对私营财团有非常明显的偏好,而世贸的黑箱作业式谈判机制根本就是有利于发达国家,让它们可以向发展中国家施加极大的压力。

因此,高举我们的诉求,发起反对世贸及《服务业贸易总协订》的国际性浪潮,就显得相当迫切。由现在起,直到12月,让我们一同在各地积极动员,利用不同的方式宣示我们的诉求。

我们呼吁各个社运团体,基层组织及非政府组织,一同于1019日,世贸于日内瓦召开总理事会之前,发起联合行动,反对《服务业贸易总协订》,反对私营化。

让我们于第六届世贸部长级会议期间,一同发声,凝聚力量抗衡《服务业贸易总协订》,并将1214日定为国际反对《服务业贸易总协订》及私营化行动日!
